Při příležitosti zahájení schůzky k Deklaraci

Ladies and Gentlemen,

Let me extend a cordial welcome to Prague again, here at the Old Town Hall, on the occasion of the Local and Regional Information Society 2003 conference, the working programme of which will open in Hradec Králové tomorrow.

We appreciate the importance of the conference’s topic – The Information Society Development. This topic permeates our everyday life and has become part of modern public administration at all levels, i.e. also at local and regional levels. At the same time, we realise the benefits of opportunities for sharing and exchanging information about the activities the various cities are carrying out, or preparing in their strategic plans, on the path to achieving the Information Society. We know the value of experience with good examples, which shows that buzz words such as eGovernment and the like are being implemented in practice, helping not only those who are responsible for city administration but also, and above all, their inhabitants.

This is why I have invited you, representatives of the candidate countries’ capitals and those of our partner cities Berlin and Vienna, the capitals of neighbouring countries, to a short meeting today. Its purpose is to begin working in close co-operation to apply the latest information and communication technologies in city administration. We expect to see exchanges of valuable information and experience with  this co-operation. We have outlined specific topics in the draft declaration on Information Society development. We will present the text of the declaration to you presently.

I would also underline that we appreciate the opportunity of working with the existing European organisations and networks of cities and regions that have been dealing with these issues successfully for a long time. I have on my mind, for instance, the TeleCities organisation, in the Steering Committee of which Prague represents the candidate countries’ cities. This organisation held its meetings in Prague and Hradec Králové three years ago and we believe it will decide to hold its meetings here again soon. Another example is the Global Cities Dialogue organisation, of which Prague is a member, too, and which will hold a special meeting as part of this year’s programme of the LORIS conference.

On the other hand, we do realise that the candidate countries’ large cities share similar specific problems stemming from the transformation of their national economies and public administration in the period of democratic developments at the end of the last century.

On the threshold of a new century and the EU’s enlargement we want to make our cities the bearers of contemporary ideas and solutions in the development of the Information Society. To exaggerate a little, we want them to become bridges between the old and new centuries, between the old and new Europe, between the west and the east on the notional information highways: bridges leading primarily to our citizens’ satisfaction.

Vážené dámy, vážení pánové,

dovolte abych Vás ještě jednou přivítal v Praze na Staroměstské radnici u příležitosti konference Local and Regional Information Society 2003, jejíž hlavní pracovní program bude zahájen zítra v Hradci Králové.

Uvědomujeme si význam tématu konference – rozvoj informační společnosti. Tématu, které prolíná naším každodenním životem a stalo se součástí moderní veřejné správy na všech úrovních, tedy i ve městech a regionech. Zároveň si uvědomuje, jakým přínosem je možnost vzájemně sdílet a vyměňovat si informace o aktivitách, které jednotlivá města na cestě k informační společnosti realizují nebo je připravují ve svých strategických plánech. Víme, jak cenné jsou zkušenosti z dobrých příkladů, které nám ukazují, že hesla jako eGovernment a další podobná jsou v praxi realizována a pomáhají nejen těm, kdo odpovídají za správu města, ale především jejich obyvatelům.

Dovolil jsem si proto Vás, zástupce z hlavních měst kandidátských zemí a zástupce z partnerských měst hlavních měst sousedních zemí, Berlína a Vídně,  pozvat na dnešní krátkou schůzku. Cílem této schůzky je zahájit bližší spolupráci v problematice uplatňování moderních informačních a komunikačních technologií ve správě města. Spolupráci, od níž si slibujeme právě výměnu cenných informací a zkušeností. Konkrétní náměty jsme připravili do návrhu deklarace k rozvoji informační společnosti, jejíž text Vám za okamžik představíme.

Chtěl bych ještě zdůraznit, že si ceníme možnosti spolupracovat s již existujícími evropskými organizacemi a sítěmi měst či regionů, které se dané problematice úspěšně a dlouhodobě věnují. Mám na mysli například organizaci TeleCities, v níž Praha zastupuje města kandidátských  zemí i v řídícím výboru, organizaci která již v Praze a v Hradci Králové měla jednání před třemi lety a věříme že brzy se tak stane opět. Dalším příkladem je organizace Global Cities Dialogue, jíž je Praha také členem a která má speciální jednání v rámci letošního programu konference LORIS.

Na druhé straně si uvědomujeme, že velká města kandidátských zemí spojují obdobné specifické problémy vyplývající z transformací ekonomiky i veřejné správy v období demokratického vývoje konce minulého století.

Na prahu nového století a rozšíření Evropy chceme usilovat o to, aby naše města byla v oblasti rozvoje informační společnosti nositelem moderních idejí a řešení, aby, řečeno s trochou nadsázky, byla i na pomyslných informačních dálnicích mostem mezi starým a novým stoletím, mezi starou a novou Evropu, mezi východem a západem, mostem směřujícím především ke spokojenosti našich občanů.
